Utorg, a regulated crypto wallet, card, and infrastructure provider, has named Andrey Urychev as its new Chief Marketing Officer, effective July 2026. Urychev joins from Binance, where he oversaw global performance marketing and user acquisition strategies across multiple markets and product lines.

The appointment underscores Utorg's ambition to aggressively expand its footprint in highly regulated markets, particularly in Europe, where the firm continues to operate across all 29 EEA member states despite a broader industry pullback following the July 1st regulatory deadline.

Urychev's expertise in performance marketing and revenue-driven growth aligns with Utorg's next phase of expansion. In his new role, he will focus on building a data-driven marketing engine to accelerate global user acquisition, leveraging the company's regulatory positioning and product expertise.

“My goal is to build a hardcore, performance-driven marketing engine that accelerates user acquisition globally, capitalizing on our strong regulatory positioning and strong product expertise to quickly become an industry leader,” said Urychev.

Utorg's strategy comes at a time when many crypto firms have withdrawn from European markets due to tightening regulations. The company's ability to maintain operations across all EEA states positions it as a key player in the regulated crypto space, a trend also seen in other exchanges like MEXC hiring former Bybit compliance chief to lead regulatory strategy.

Daniel Stolberg, Co-founder of Utorg, commented: “We’re glad to welcome Andrey to the Utorg team. As we enter this new era of regulated crypto in Europe and beyond, having a world-class marketing leader is critical to our strategy. Andrey's relentless focus on execution and scalability is exactly what we need to aggressively expand our footprint and bring our infrastructure products, crypto wallet and card to millions of new users.”

Founded in 2019, Utorg provides regulated on/off-ramp rails, wallet infrastructure, and stablecoin solutions to fintechs, exchanges, and digital asset platforms. Its consumer app offers a self-custodial multi-chain wallet and a free Visa crypto card. The company is backed by Dragonfly and TA Ventures, and holds PCI DSS Level 2 certification.

The move signals Utorg's intent to capture market share in regulated environments, a strategy that mirrors broader industry trends as firms like Binance targets 3 billion users through TradFi expansion. With Urychev at the helm of marketing, Utorg aims to scale its user base and product offerings in a rapidly evolving regulatory landscape.
